Halftime Changes Everything: CoFL Approves ‘Continental Divide’ for 2027

Halftime is about to mean a whole lot more in the Continental Football League. The CoFL has approved “The Continental Divide” for the 2027 season, and it takes the league’s signature rules twist from one quarter to a full half of football. When the teams come back out for the third quarter next summer, the game changes, and it stays changed through the final whistle and any overtime.

From the Shift to the Divide

Last season’s “Continental Shift” brought the CoFL’s modified Canadian-style rules into play only in the fourth quarter. Under the Divide, those rules take effect when the teams return for the third quarter and stay in place through the fourth quarter and any overtime. As the league put it: “The Continental Shift was a fourth-quarter change. The Continental Divide covers the entire second half and any overtime.”

Expect plenty of movement before the snap. The league says “high motion and waggles are part of that second-half identity.” For players, the CoFL calls it “an opportunity to demonstrate those skills in competition and put them on film.” For fans, “it creates a distinct second-half format to watch and understand.” The league says it will share more football details as it prepares players, coaches, officials and fans for kickoff.

What the CEO is saying

In a “From the CEO’s Desk” letter, CoFL CEO Manny Matsakis said he has been “meeting with our coaches and the heads of officiating and broadcasting as we shape the 2027 game.” Those conversations, he wrote, bring “different responsibilities to the same table: how we coach it, how we call it and how we explain it to the fan watching from the stands or at home.”

“Last season, we introduced that change in the fourth quarter as the Continental Shift. Now we’re giving it a full half of football,” he wrote.

He also explained why the format matters: “To me, a distinctive format has to do more than give us something to put in a headline. It has to give coaches something meaningful to prepare for, players a chance to show what they can do and fans a game they want to follow.”

That thinking carries over to Play CoFL, the league’s player-focused website section. “We want the opportunity to be clear, and we want players to know where to take the next step,” he wrote. He closed with a reminder that the work isn’t finished: “There is still implementation work ahead. The decision is made; now our job is to make the explanation and execution match it.”

The Toros’ view: more support, better football

San Antonio Toros ownership says the changes came from teams pushing for more help from the league this offseason. According to Toros ownership, two big changes are coming: the league will now oversee officiating and broadcasting to improve quality control.

“In the offseason, we asked the league to increase its level of support to the teams,” a Toros owner said. “Two big changes: the league will now oversee officiating and broadcasting in an effort to increase quality control. The move from the Continental Shift to the Continental Divide came out of league-wide meetings with coaches and team ownership. Their concern was that playing CFL rules only in the fourth quarter was hard on teams, coaches and officials.”

“Having more time at halftime to make adjustments will make the rule transition easier,” the owner added. “It will also let teams plan more practice time during the week, which means better football and more robust Continental Divide playbooks.”

A bigger league, too

The Divide arrives as the CoFL builds toward eight teams for 2027. Milwaukee, Indianapolis and Cincinnati will play in the Northern Divison, and Milwaukee has hired Packers Hall of Famer Gilbert Brown as its head coach, per WTMJ on Sept. 22. You can see the full lineup on the league’s teams page.

The bottom line

For Toros fans, the takeaway is simple: the second half is where CoFL games will be won and lost in 2027. Coaches get a full halftime to reset for the new rules, players get a whole half to show off Canadian-style skills on film, and fans get a format you won’t find anywhere else. Brush up on the waggle now. You’ll be seeing a lot of it.
